4. Folkestone Parks and Pleasure Grounds Charity - Budget & Fees and charges 2026/27

So we can move on to the only substantive item
of the evening, item four,
Folkestone Parks and Pleasure Grounds charity
budget fees and charges, 26, 27.
And, oh, Jonathan's gonna lead us through this.

Thank you, Chair. Trustees, the report before you brings the folks in Parks and Pleasure
Jonathan Smith - 0:01:59
Ground budget for 26 -27 and the proposed fees and charges 26 -27 plus an update on the 24 -25
audit. So section 2 of the report outlines the budget movements from the 25 -26 budget
along with appendix 1. The detail behind the movements is set out of paragraphs 2 .3 to
2 .9 of the report. Section 3 summarises the reserve's position for the charity after the
proposed budget for 26 -27.
Fees and charges are proposed at section four
and also at appendix two.
And with proposals increased largely in line
with inflation and appropriate rounded
as requested by the services.
An update on the charity accounts for 24 -25
has been provided at section five.

Let's make this a few seconds longer.

As I recall it, the beach huts between Sandgate and Folkestone
are FPPG assets and they are let out as part of one of these.
Is there any provision in the 26 -27 budget for repairing those that got badly hurt
a few months ago with Storm Guaretti? And just because it occurs to me here, we're
setting the fees and charges which are being set here.
I actually don't include the beach hut fees and charges, but we set our own fees
and charges.
set the big countries and charges.
I think within the general fund, these charges at the end of last year, despite the fact
that they are FPPG assets, I don't know if that's right for the future, but might be
something that we just need to look at whether that's in the right place for next year.
It's been set.
I've seen the numbers.
I've seen the charges.
I don't think it's an issue, but I just wonder if, as it's actually FPPG that gets that money,
whether it should be in the papers for FUBG that sets that budget.

Okay, jolly good. Jonathan, would you like to comment on that?
Yes, thank you, Councillor Fincher, thank you, Chair. In terms of the provision for
Jonathan Smith - 0:04:21
repairs and maintenance, so the beach huts that were damaged as part of the storm, that's
with our insurance team, because obviously there is insurance in place, and we'll know
what the outcome is. We haven't built anything specifically, because obviously we are insured
for those assets specifically, but we'll know the outcome of what the insurance position
is and once that claim has obviously been through the process, been through the insurers
and everything like that. So that will be dealt with as part of that process. In terms
of the beach huts, I understand they were set, they were let on a five -year lease term.
And so, yes, I mean, they have been set in the past, but they were set on a five -year
term and so those are effectively rising in line with the terms of that particular lease
contract so as I said there's an inbuilt term for increases built within those lease agreements
for those huts.

I get that for the ongoing leases but obviously sometimes leases are surrendered during that
five -year period and new people take those leases and it's the fees and charges document
that sets what people would pay per year if they took it on from now, and therefore
I'd kind of assume that within the fees and charges of FPPG, it would tell you what
you'd pay for the various different sizes this year now in future. But as I said,
I think it was published within the fees and charges of the old answer thing.
We can just cheque that and make sure, you know, just to eat for the future.
I'm comfortable it's there, but it's by far the biggest of the figures, of the income
figures for the charity so authority cannot still appear as a line there. It's just potentially
not as clear as we could be.

Thank you, Chair. Because the beach huts are all independent leases, leases aren't subject
to fees and charges. They're done independently from the fees and charges and the beach hut
prices are not in the fees and charges as far as I'm aware. They're done on independent
which is market tested every time they're renewed.
