Good afternoon everyone and welcome to the meeting of the personnel committee. This meeting will be webcast live to the internet. 4 Pay Policy Statement 2024/25

Andrew, thank you Chair, this is an annual report and it has been coming to personnel committee and then subsequently gets recommended to Full Council for approval, however it comes here every January and has done since 2012 under the Localism Act.
is it a fairly straightforward document that was completely overhauled and refreshed about 18 months ago, and then we've been put back back through it this year to make sure it's relevant and up to date in terms of the data that's here?
cover the key points that are within the report, obviously there's a lot of information around our pay structures and how pays negotiated.
and also some information around senior appointments, particularly those that come in over 100,000 pounds and how that's approved through personnel committee, council decisions, and so on. There is a version of Appendix B shows you last years with some track changes and I say track changes are very minor in comparison. It is really around the data, so I wasn't going to dwell on a big information about this, perhaps to take questions. OK thanks, I would just say if you if

you're looking at a paper copy which had been printed in black on black and white, then it might be a bit harder to see some of the tracked changes. There'd be a view if you're looking on it on a screen or in the past, then you should have seen the changes in red, so they should have stood out a bit more but are happy to open up to members for any questions, comments or concerns they might have on
on the on the pay policy.

I didn't I knew you said about tracking the changes, but I'd read through the first document
before I realised they were erecting, the second documents that could have said was ever been a time actually, but when I looked through a very little change, one and the same sense of ulcer I'm happy to move the recommendation.

thank you very much and is that to see what the recommendations are, so the recommendations for the report procedures to receive a note to report and then to recommend the Council, so I'm very happy to to second the recommendation.
any other Councillors have anything they wish to, I wish to add.
on this note, I just mentioned what I mentioned earlier. Just one of the changes was with regards to some of the the employee benefit century and is, I don't know if you just wanted to to hint on some of those changes they are just for just for the Committee's benefit, so they aren't the only thing that's been deleted from last year's report

is around long service awards for staff and we have a long discussion as we were heading into Star Chambers about whether or not they were particularly valued and we felt certainly from talking to staff that the employee of the year and subsequently now a team of the year were very well thought of the long service awards didn't quite get the same reactions.
so in a way of providing a small amount of savings for them from the HR budgets towards the overall savings, we talked about taking that out of the budget for next year, but what we are considering now is how we still recognise people for their long service and particularly you heard about Karen Everitt estate Council.
we do have staff members that you know that are doing 25 30 plus years, so we are going to find a way to bring that in particularly on the December staff briefing where Susan announces employer of the year and will be doing team of the year.
and we also have regular Friday e-mails and so on, that go out to staff, so we still have a way of recognising staff, it was just felt that the token voucher wasn't that well received by staff.

what is it because it most councils at 30 years you don't get any long service until 30 years, what do we do as HDC that?
so we were doing from 10 years upwards and if it was minimal comma 10 10 pounds 20 pounds for for 20 years, that sort of thing, so it was low-key OVCA, it's not huge, it was only ever done as a token in introduction when we started it would it have not been better to has said we wanted equivalent service 30 years class.

we did have a slightly so right, the way up to to 40 45 years.
I think that went up to the top of my head and who's put 100 150 pounds right at the top.
but very few staff get that far, I'll say it was a way of yeah.

5 Exclusion of the Public

for the next four the main items of the meeting there'll be discussing sensitive issues with regards to to our staffing structures and and pay awards so item 5, who is the exclusion of the public to exclude the public for the following items of business on the grounds that it is likely to disclose exempt information as defined in paragraphs 1 and 4 of Part 1 of schedule 12 to the Local government Act 1972, which probably listened a little for information relating to any individual information relating to any consultations or negotiations or contemplated consultations or negotiations in connection with any labour relations matter arising between the authority or a Minister of the Crown and employees of or office-holders of under the authority, and we do need this to be proposed and seconded and voted upon before we can move into a session and have injury and it gives us the information proposed by Councillor Kane, seconded by Councillor Martin and all in favour.
