okay, moving onto item for CHAIR's communications, firstly, I'd like to say it's all lovely to see you again, it's been a bit of a break since our last full Council meeting, the last couple of months have been very busy, I have supported a number of events around the district these have included some key memorial days we had DJ plimsoll day, armed forces Day Canada Day and the blessing of the new high peace monument
in support of heritage and creativity and the district, I have attended events by the effects and Symphony Orchestra the focus in life festival charivari, the unveiling of The Hive Bandstand mosaics, a lead effects on women's forum, walk from the highest civic society, walks guide and attended the unveiling of the Heritage award at the harbour on railway station.
in support of our local community, I attended the induction of new, creased Reverend Carol in Neelam valley, I went to the Nepalese community meeting, celebrated volunteers at the District Council awards night spoke to the Folkestone School for girls, algal says Association.
I celebrated our Council support for the armed forces at Dover Castle and attended town Sunday in Folkestone, followed by the blessing of the Fisheries. We have some amazing events, creativity, Heritage and people in our district and I am grateful to have the opportunity to be part of them. I think given a social media feed share, so please feel free to have a look if you are interested
thank you to everyone who bought a donation for the Rainbow Centre this evening I attended their AG them last week and found their mission for our district truly inspiring, it's sometimes the small things that we contribute, which make the biggest differences to people's lives.
thank you to the councillors, who responded to my tree planting challenge for autumn. I'm looking forward to planting the whips when they arrive. In November, December time in September, I will be holding a District Civic evensong in St Leonards Church HIV, to celebrate the work of the Rainbow Centre and to raise both awareness and money for them. There are several practical barriers, one being as you highlight the time lag between the sample and the test result. we currently have the Environment Agency test results which you refer to, we also have Southern Water are testing regularly, however they do not always publish their results interestingly, New Romney Town Council are carrying out there and testing they send their water quality results to the van both clubs are and all our the New Romney caravan park Romney, Sands holiday park I just about everybody.

they tell me they are exploring a long term solution to open the other end of the pitch, to allow water to flow in both directions, so the problem, even if the COVID blocks again shouldn't actually occurred because there will be a runoff in the other direction.
flooding is very distressing for the residents affected and I understand that most of the repair work has now been completed, the incident, however, I think, is a salutary reminder of how fragile the drainage system on the Marsh is the joining system, which is managed by a combination of the internal drainage board Kent County Council, the Environment Agency, Southern Water ourselves,
and private land owners who had riparian rights and obligations was designed a thousand years ago, and it requires some serious attention I understand from Councillor Hills wearing his crisis St.

thank you, Councillor Cooper, so the the problem with public Wi-Fi is there is a tremendous number of risks that go along with all of these contact centres, so it may appear on the surface to be a valuable service to provide but it could put our customers at risk so one of the most common threats to these kind of networks something called a man in the middle attack and is essentially what happens is it's a form of eavesdropping so, yeah computer re connects to the internet, data sent from it to point a website, as it were, our service, and what the attacker does is effectively sits in the middle one, pretend to be that service symptoms, still your data and so on yeah read the transmissions so you end up with a situation where we're customer thought was private turns out not to be properly.
alongside that, on the flip side of things, if you if you open our network to devices that we don't control.
and that can access things like e-mail and other services, we can't guarantee that the what's on those devices wouldn't be a danger to our.
there are devices in the customer access point, as it were, for customers to use for online interactions.
and currently having spoken to the idea of them a reasonable plan to introduce public Wi-Fi, but it is something that I'm going to discuss further with the team and see if we can come up with a viable option that is both secure and obviously affordable, because there are options you can do if you for money.

Consolidating some agrees into a single, simple source of information and I look forward to sharing back with this Chamber, updates on those efforts in due course where capacity allows. We are also exploring, perhaps to create more non digital media such as maps and guides the distribution to ensure accessibility for everyone and a continued efforts to educate visitors on everything and everywhere in the district. Specifically for the Romney Marsh, we had a course are fantastic for visitor centre and we continue to have multiple conversations on how we can secure and develop the business Centre and for the future. Once the Kent Wildlife Trust came back to our lives, we can continue to include one from which we can promote the Marsh and instead of if it is unlikely to take this opportunity to strengthen the Council's position, there is no done deal here. We welcome all ideas, suggestions and proposals
for the next stage of the visitors' senses development, we actively encourage anyone who feels they have the right vision, concept or strategy to run a flourishing visitor centre. Please contact me. I support this motion because I totally agree with new tyranny that we need to be looking at mitigation, but within those mitigations we need to be encouraging what is in this motion to actually support the wildlife to continue whilst we're actually trying to deal with the other problems we need to keep it going. We need to hold it up with some love Ross, we're trying to sort out the other issues that are going on, and that's why I support this. How we can help without good agriculture and what we should do. I think you'll find that a lot of farmers now are actually quitting Los along their field, where the action cutting in wildlife meadow flowers to actually help the base, and it's all part of the line, which is also our guide through the Kent County as well. So there's a lot of work going on, and I do agree that by putting something formally in place we're doing the right thing, but I'd also add one of the things that's the most rewarding thing for me as a Councillor is, I managed to put some raised beds into one of our local primary schools and I go along and I teach the children and the importance of growing their own food so they know where their food is coming from, they know all about the bees and butterflies and why they are so important, and I just me he would one quote from last year and that was I never Newark's motto came from a plant thank you.

I wanted the Council to encourage people to do things individually, but also do what this town does best and come together as a community. We saw the while 70 people talking about the wildlife on the secretary and heightened a group of volunteers and what things like incredible edible, going on other school gardens, kindly actually encourage communities to come together and do things individually with it does seem a little bit overwhelming, and I know walked out bristling proceed unfortunately titled being one of the most nature depleted countries on our planet, which is not something you should follow.

when you look at the carbon action Plan, one of the things I think that we haven't done particularly well is actually engage with with local people. We can't do this on our own, we have to have the rest of the district with us, we have to take them along with us. We have to be able to articulate that in a way, and I think putting something in the Corporate Plan and something that we have taking that we will be taking out to consultation in the very near future. It is a good vehicle for doing that, so I support what so at what stupid says tonight we didn't have the policy any to on biodiversity, and maybe we need to have a really good look at that as well to say, how can we lift the things that came out, the corporate plan and make sure is embedded in what we do and then if we live it, then we can actually communicate that to the best of the residents and say this is what we need to do going forward. yes, I would like to propose this isn't the most exciting piece of business, so please bear with me, but I will keep it very brief, the report is exactly as set in front of you.
it deals with the expense allowance scheme as it is now through until
May next year, so while the remainder of the existing system and there will be a subsequent report detailing changes when we go into the committee system, but we're giving separate this is the now there will be a subsequent report which deals with the future.

broadly, doesn't change allowances, Poole, Cabinet Member for mental illnesses or the that would apply, that actually duties for leaders allowance should take it, but it doesn't.
