So welcome members and officers.
1. Apologies for absence
Could we kick off Gemma with the apologies for absence?
Ms Jemma West - 0:00:36
We've received an apology from Councillor Holgate. Cllr Jim Martin - 0:00:39
Okay, thank you very much. 2. Declarations of interest
And then moving on to item two, declarations of interest.
Are there any declarations of interest to make?
I'm not seeing anyone indicating,
So we'll move on to the minutes.
3. Minutes
Can we agree as a true record the minutes of the meeting
held on the 22nd of January, 2025?
Could have a proposer?
Councillor Speakeman, Councillor Blakemore to second.
All those in favor, please indicate.
Thank you very much.
Thank you.
4. Folkestone Parks and Pleasure Grounds Charity - Fees and Charges for 2024/25
We'll move to the only substantive item,
item four, Folkestone Parks and Pleasure Grounds Charities,
fees and charges for 24, 25.
And who is gonna kick us off on this one?
Councillor Proater.
I was just going to make the,
I'm trying to read this online
Cllr Tim Prater - 0:01:45
and I've just opened the report online and it's last year's.
which has broadly confused me.
If I could have an A this year's coffee, a copy, that would be great.
I'd read the one that was circulated by email, but then the one online, so if we can
make sure that we fix that for the record.
I mainly got that, as I stared at Ola's name and thought, that's interesting.
The recommendations are therefore in front of you for the report
slash 24 slash 03, which include the fees and charges for the
bricks and bolts and closure grants for this year. As I understand it, there are no significant
there are no significant service cuts for FPPG, but there is there are two additional
staff going into, I believe, the lower Lees Park in order to support the operation there.
But apart from that, the recommendations are on the paper that we were emailed from and
one that you can find on the Internet.
Happy to move.
Thank you very much.
Cllr Jim Martin - 0:03:05
Does anyone have any questions or queries, things to ask? Councillor Spakeman.
It's just a very minor query but I was just curious about the charitable activities is
Cllr Jeremy Speakman - 0:03:21
our income isn't it, or the income coming into the recreation, looking at drawings and stuff.
So in the actual wishes draft which I know hasn't been signed off has it before, 23 24
193 ,373, can you remind me why it went down in 24 25 and now it's coming back up or coming
back up for 25, 26, because it went down to 184,
and then it went back up to more or less 23, 24 levels.
I just was curious why there was a dip there, back up.
Jonathan, can you help us with that?
Thank you.
I think the answer lies in the fact that the 25, for example,
Jonathan Smith - 0:04:01
23, 24 basically relates to actuals. And those are still in draft at the moment anyway,
and there may be some movements on that one,
once the audit's been completed on that.
However, also the 24, 25 is on the budget.
And this doesn't show the actuals for 24, 25.
So it may be that actually there is no dip.
I would have to refer back to the R -5 system to check.
But obviously, the budget is reset at a prudent level.
And we may have exceeded that budget.
But of course, the presentation is
to ensure that we do have a clear view
of the original 24 by 25 budget to compare to 25, 26.
So I think that's probably a presentational point.
Cllr Jim Martin - 0:04:45
So we have, if I can draw your attention to the recommendations, we are to receive a note of the report to approve the proposed fees and charges for 25 -26 as set out in Appendix
2 and to approve the budget of financial activities for the year ended the 31st of March 2026
for the Fokston Parks and Pleasure Grounds charity all as set out in Appendix 1.
So I wonder if I could have a proposal.
Cllr Tim Prater - 0:05:21
A happy to reiterate my proposal and B to apologise to Committee Services. The report has the same name as last year but is a fresh report.
Therefore, my computer had kept the old one,
and each time I kept checking the link, it kept getting the old one.
The new one is correct and on the website.
I apologise firmly to committee services, Jonathan,
and anybody else who wants it.
Cllr Jim Martin - 0:05:45
I'm very happy to second. So we have a proposal.
We have a seconder.
All those in favour, please indicate.
Thank you very much, everyone.
That's the end of our business for this meeting.
Thank you.
