Licensing Act Subcommittee. This meeting will be webcast live to the internet. For those
who do not wish to be recorded or filmed, you will need to leave the chamber. For members,
officers and others speaking at the meeting, it is important that the microphones are on
the webcast and others in the room may hear you. Would anyone with a mobile phone please
switch it to silent mode as they can be distracting. I would like to remind members that although
we all have strong opinions on matters under consideration, it is important to treat members,
officers and public speakers with respect.

I believe there's a form here to complete and return to the administrator at the end
of the meeting.

4. Review of a Premises License in respect of: The Star Inn - St Mary in the Marsh

So the fourth substantive item, review of a premises license in respect of the star
in St Mary in the Marsh and we are here to consider an application for a review of a
premises license under part three section 51 of the Licensing Act 2003 made by D .I.
Wiles on behalf of Kent Police in respect of the star in St Mary in the Marsh, Romney
Marsh.
The licensing subcommittee must determine the outcome for the application.

Yes, before we move to the substantive nature of the hearing, I have received an email this
morning from a solicitor acting on behalf of Ms Duffy to request that the proceedings
be adjourned on the basis that she is legally represented and that they haven't yet had
the opportunity in which to consider the papers and to meet with her in conference and talk
for any advice.
So I don't know whether members would like to hear from Ms Duffy to understand what her
before we start to hear from the officers and other parties.

OK, so I did contact my sister several weeks back
and submitted all the forms and documents
and since then I've been distracted with a very close person in my life.
He's very ill and just died last week.
So I received an email yesterday,
like yesterday from the statistics
saying not able to represent me.
I was two, one was on holiday,
another one wasn't able to.
So therefore it's like 11th hour
to find somebody else, which I found yesterday.
And I've had no time at all to prepare for this.
And it's very important.
So please, I would like to, if you don't mind,
to come and show me.
So I'm very sorry to hear about the deaf experience.
I'm just gonna consult with my colleagues.

amongst ourselves, but I would also like to hear from the police before we go any further.

The police's position that although we deeply advise with the situation, there are a number
of officers here at the expense of the public purse.
We are in a position to continue.
We would not have called this review.
We have not felt it necessary.

So we've had a request for an adjournment from the license holder.
After discussion, we have agreed between us that it is in the public interest to adjourn
this hearing for a date to be decided as soon as possible.
We will have that confirmed as and when we can.
I would just say that you, having read the report, there have obviously been a series
of serious breaches, and we would remind you of your responsibility as a license holder
in the meantime before we are re -brouped for the hearing.
and I would like to apologize to the police
who have given up a lot of their time
and I appreciate that there's an effect
from the public personally being here today.
